Of course I had to go and check it out as I have many tattoos. Leviticus 19:28 has many translations. Here is a great link.

The way I interpreted it was that it appears as though it specifically relates to tattooing for the sake of mourning the dead because people used to mutilate themselves out of grief while mourning a deceased loved one.
I guess that rules out getting any tattoos "in memory of" a loved one if you want to be faithful to this passage.
